In August 2025, Parliament passed the Promotion and Regulation of Online Gaming Act, 2025. Its rules took effect on 1 May 2026. It is the most important change for anyone using real-money colour prediction or casino apps in India, including OK Win. Here is what it actually says, in plain language. This is general information, not legal advice. Our OK Win guide covers how the platform itself works.
Timeline
| Date | Event |
|---|---|
| 20–21 Aug 2025 | Passed by Lok Sabha and Rajya Sabha |
| 22 Aug 2025 | Presidential assent |
| April 2026 | Online Gaming Rules, 2026 notified |
| 1 May 2026 | Framework in force |
What counts as an “online money game”
Any game where a user pays money or other stakes (including coins or credits convertible to money) expecting to win money or other enrichment. It doesn’t matter whether the game is based on skill or chance. Real-money colour prediction, lottery-style and casino games fall inside this definition.
What the Act prohibits, and the penalties
| Activity | Maximum penalty |
|---|---|
| Offering online money games | Up to 3 years in prison and/or ₹1 crore fine |
| Advertising or promoting them | Up to 2 years and/or ₹50 lakh |
| Banks and payment services facilitating transactions | Up to 3 years and/or ₹1 crore |
Are players penalised?
No. The Act targets operators, advertisers and payment facilitators, not individual users. But “not penalised” isn’t the same as “protected”. Money games have no regulator you can complain to, payment channels can be cut off, and withdrawals can get stuck with no one to escalate to. That is part of why we rate the risk as high in our OK Win real or fake review.
What stays legal and is encouraged
- E-sports: skill competitions with entry fees and prize money, but no betting.
- Social and casual games: played for fun, with no money winnings.
Common questions about enforcement
- Why do real-money apps still appear online? Many operate from outside India and change web addresses when blocked, so enforcement is ongoing rather than instant.
- Can payments be stopped? The Act makes facilitating payments for online money games an offence, so banks and payment providers are expected to refuse or block such transactions. That can leave deposits or withdrawals stuck.
- What about state laws? Several states restricted online real-money games before 2025. The central law now applies nationally on top of them.
- Does promoting apps count? Advertising and promotion are covered separately, with their own penalties, so referral and influencer promotion carries legal risk.
Rules and their interpretation will keep developing, so check official sources (the Ministry of Electronics and IT, and PRS Legislative Research summaries) for the latest position.
What this means for you
- Treat any money deposited in a real-money game as at risk, with no official recourse.
- Expect payment methods and web addresses to change as enforcement continues.
- Be extra alert to scams, which multiply when legitimate channels disappear.
